WABASHA — Wabasha County Judge Terrence Walters was reprimanded Tuesday by the Minnesota Board on Judicial Standards for four transgressions, including being discourteous to a psychologist attempting to evaluate a deaf defendant... Walters has been ordered to apologize, find a mentor and attend anger management classes, among other things.

According to the seven-page public reprimand posted on the Board's website, Judge Walters was reprimanded for: Failure to supervise law clerk and approval of inaccurate timesheets, refusal to allow defendant to withdraw plea, trying defendant in absentia and discourtesy to psychologist.
The first reprimand states that Judge Walters' law clerk "consistently did not have enough work to do" and "regularly failed to work full eight-hour days" by not coming in when Judge Walters was presiding in another county or on leave [when the cat is away the mouse plays ]the clerk was paid for 257.75 hours he did not work over a 24-week period, though he has since repaid the state. Judge Walters signed the timecards.
Judge Walters also violated the Rules of Criminal Procedure at a May 1, 2012, sentencing when he refused to allow a defendant to withdraw his plea.
On April 5, 2013, Judge Walters found a defendant guilty at a trial in which he failed to appear. That ruling was later dismissed when it became clear the Minnesota Code of Judicial Conduct had been violated numerous times.
The final reprimand stems from an April 16, 2012, incident in which Judge Walters implied that a psychologist was likely to engage in unprofessional conduct if allowed to evaluate a deaf defendant. The psychologist reported being "offended" by the implication and withdrew from further involvement in the case.
